Where did message center go? Updated and now I can't find it and I have a message

Yeah, PayPal slept on the Message Center button in the top menu for business accounts. Try clicking "PayPal Buttons" of all places, in the Tools menu and see if the message center drop down pops up when clicking the Bell icon at the top because that page still has what I believe is an earlier version of the navigation menu.

I've tried every where and nothing. O just get redirected to sign in somewhere else
