Two websites; one with a Paypal donate button opening to the form. Can the second website link directly to that form? Both sites are owned by the same org with one Paypal account.

Yes, that would be no problem. You'll just need to make sure you have data included with each transaction so you can run reports to split the donation volume (if necessary).
