Does anyone know how to get on to Paypal someone to speak I need to fix my account and its like they stop working

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

the limit is lifted now I cant add back the bank account they took off

If you had a failed bank transfer or negative balance which caused the limitation then paypal often stop you using the bank account as a funding source in the future.

This is because they consider it a risk and want you to use the safer card options to save any failure of funds transfers in the future.
