Typically, in a purchasing situation, the buyer do not pay the PayPal fees. The seller does. Its deducted when payment reaches the seller. However some sellers may charge the buyer a fee for using PayPal and outline this in their invoice. But PayPal has rules regarding surcharging PayPal fees: See the "No Surcharges" section: https://www.paypal.com/us/webapps/mpp/ua/useragreement-full#accepting-payments
You are the buyer who does not send out a receipt, the seller/paypal does. So if you received an invoice or receipt saying a fee is charged and is included in the total and you paid that total amount then you essentially paid for the PayPal fee.
