Is my account hacked when I receive phone call knowing my info and asking more data

Yesterday I attempted to link my PayPal account to my local bank account, which is in EU and PayPal supported country.
Linking failed because I never received a phone call to verify my identity with onscreen pin code.
Today I was called from phone number located in Dublin and after short introduction agent requested my whole credit card number for verification of my credit card.
To my question about security this person replied that everything is safe because this phone conversation is recorded.
I don’t understood what security can offer unknown phone number asking my credit card number when recording this conversation and asked politely to end is unsecured support session.
What do you think was it correct to interrupt phone support session when full credit card number is required?
Perhaps this was indeed a real PayPal - but somehow I don’t believe, when there exist more secure messaging.
But person knew I tried to link my bank account yesterday.
I replied following questions:
1. My PayPal Account name and Email address
2. Last 4 digits of my credit card
3. I stopped when I was asked a full number.
