Okay, I've discovered that my Apple ID has been stolen and we must abandon it and create a new Apple ID.
My Apple Music account and my App Store accounts are set up to have the purchases paid for through PayPal. Since I can no longer access my old Apple accounts, how to I stop those accounts from accessing PayPal for purchases? Can I do it from PayPal?
Or will I have to cancel my current PayPal account and start a new one?

I am sorry to hear that your Apple ID has been compromised. You do not need to cancel your PayPal account due to this issue, you can cancel the subscription with iTunes through your current PayPal account.
