Help with paypal cash card

Hi I have a question. I have a paypal cash card. I am new to paypal and thought the money in my account went straight to my card but when I tried to use it today it was declined. Do I need to transfer my money to my paypal cash card?

You PayPal Cash Card draws cash from your PayPal "cash" balance. If you do not have enough funds in the PayPal "cash" balance, the debit card transaction will decline. You may add more funds to your PayPal balance in the following ways:
