If someone request you pay via friends and family, is it still covered for fraud.

Friends and family payments are considered "gift" payments and does not come with purchase protection dispute rights in case the other party does not send your item. It's a red flag when is someone is asking you to send as friends and family payment in exchange for goods and services.
The only thing you can report on a friends and family payment is Unauthorized Payment meaning someone made the payment with your account without your knowledge/permission, but if you logged in and made payment yourself, PayPal will deny your claim.
