Fraud / buyer protection if buying via Paypal NOT via website

Hi, 

I want to buy a bag from someone in another country. The bag needs to be shipped and costs around 400Euro's.

I thoroughly read the buyer protection guide but it mentions when you buy on a website, which is not the case.

So am I also protected if I buy it via an invoice or ..?

I've never paid anything through this, only via websites.
