I’m not sure why I cannot find a definition of “eligible purchase” on the PayPal website. Unless I suppose that maybe if PayPal do not want to pay up in some situations then having that phrase is very useful in avoiding liability.
Please correct me if I’m wrong and if you have found a definition could you kindly lead me to it please before I go spending any more money with perhaps then seeing the last of it.

It means purchases that are covered by paypals buyer protection policy.

Thank you again for your reply but although you find this obvious and simple I do still find these conditions very vague and the “Acceptable Use Policy” is a minefield.
What items are not covered under PayPal Buyer Protection?
There are some transactions that we don't cover including but not limited to payments for:
- real estate
- businesses
- vehicles
- custom made items
- eBay classified advertisements
- and licenses.
In addition, items prohibited in ourAcceptable Use Policy are ineligible for coverage.
