I would like to know if it is anyway possible to have PayPal NOT pay for purchase(s) made until the customer receives an email from PayPal to confirm receipt of the item(s) purchased. This should eliminate some disputes on items not received or damaged. The customer is responsible for responding to that email in regards to the item(s) received and inform PayPal the status whether item(s) are damaged or properly delivered.
