Does Seller have to pay for order cancellation by Customer?

I understand PayPal will retain the credit/debit card service charges for order cancellation.  What about seller?  Are they also charged for customer's decision to cancel order.  Seller should not be charged for such a situation. 

 

What are the service charges by PayPal to seller also.

 

Would appreciate your advice.  Thank you.
