Buying under goods and services

Hi If I were to buy tickets from someone using payapal goods and services, would I be eligible for reimbursement under the goods and services if I didn't recieve them? Or is it purchases from recognised sellers for e.g. EBay? Kind regards

Yes, you would be able to file a dispute as long as you paid as goods and services.
