Trouble With Creating Paypal Cash Account

I'm trying to send someone money, but it was on hold and refunded. I'm now trying to add money to my paypal account and they are telling me to create a paypal cash account. I can't find out how to create a paypal cash account without someone paying me first (in reference to this link https://www.paypal.com/us/smarthelp/article/what-can-i-do-with-my-personal-paypal-account,-paypal-ca... ).

How do I create a paypal cash account if I want to use it to pay others, and not get paid myself?  Furthermore, why was my payment on hold and refunded in the first place?  The money refunded in minutes.

Call early, during business hours, west coast time to try to get a US rep. Say "Live Agent" to the automated recording.
