Problem of connecting my US bank account

For a few days I'm trying to connect my US bank account to paypal but pointless. An error is shown all the time without any other explanation what's wrong - http://prntscr.com/nj0m0v . I have typed in correctly the ABA routing number (9 digits) and account number (17 digits). Please help on this issue.

Have to call PayPal customer service:

Click Help at the top, then scroll down to click CONTACT US, then scroll down again to click CALL US.

Say “Live Agent” to the automated recording.
