It's not a PayPal error, that's how most online integrated checkout merchant/goods and services transactions are processed with or without PayPal involved, as temporary or pending authorizations and the funds are held until the authorization expires (typically no longer than 30 days) and the funds released or merchant processes/captures your payment. So keep an eye on that pending transaction, it will eventually disappear if the merchant does not or can't capture the payment for whatever reason. Of course, if you see the first transaction eventually going through, you can dispute it as duplicate transaction on PayPal (if you see it in your paypal activity) or with your financial institution.
