Money shows sent on my end but canceled on recipient's end

I attempted to send money to my cousin and it shows on my end that the money was sent, but on his it it shows PayPal declined it.  He never got the money, but the amount I attempted to send him is on my credit card statement. How to cancel the transaction on PayPal and get my credit card credited?
