Hold on Funds for Over 21 Days

I received a tutoring payment for $1,000. This particular client has been paying me through PayPal for several years. I rarely face issues with PayPal holding funds, but they will not release this transaction. It's been over 21 days. The same client paid me another $800 for more services after the $1,000 payment and that was cleared without a problem.
Why is this such a torturous process? Why isn't PayPal releasing the funds?

Even one of my transactions over 1k$ has been put on hold for 21 days. If Paypal doesn't seem to deliver in 21 days, I am getting nervous. Any solution? I provide digital services and not a trackable goods item. If you're keeping the money on hold for more than the allotted time, despite the client having authorized it, perhaps refunding the amount and shifting somewhere is a solution? @PayPal_Ana
