As I don't think you have the friends/family option in your country then your payment would have been sent using the goods/services option and so paypal saw the recipients as sellers and applied the new seller hold as per link.

Tell them to mark the transaction as processed then you may have the option on your account to mark the transaction as delivery/satisfied. If they confirm this by clicking on the "Confirm Receipt" button, the funds may be released sooner. This is not always available or guaranteed.
If not then sadly its 21 days.
