The Funds Availability program eBay and PayPal developed is to make sure sellers develop best selling practices and ship out the goods to their buyer and once eBay/PayPal (who both operate as separate companies now) can confirm delivery with the courier (status has to be "Delivered" or there will be delays), they will release funds within 24/48 hrs. The tracking confirming system is automated and use the recommended couriers found in the link below as well as more info to help you get funds sooner and how the Funds Availability program work.

This program also protects you as a seller so that you'll have the funds to cover any refunds should there be a problem reported before the 21 days, particularly with high value transactions.

eBay has their requirements found in the link above; PayPal periodically review your account and if it is in good standing, will eventually release you from the program. But since you're primarily selling through eBay, once you meet their requirements, the funds should be received fairly instantly. Know that they can put you back on the program if you start performing below standards.

PayPal likes slow, steady, long term growth, not overnight flood of money because PayPal wants to make sure you're able to meet your responsibilities as a seller and will limit your account and check what you selling and want proof of supplier invoices.

Also need to beware of fraud prevention and resolution because there be some brazen folk, hustlin' out there:
