Depending on the country of registration of a customer's PayPal account, it may be possible to transfer money into the account from a bank account or a card.
For customers in United Arab Emirates, however, this functionality is not available at this time. In particular, I regret there's also no way to transfer money from a phone credit to your PayPal account as well.
