so i have funds in my paypal account and my mum has a paypal account which has no funds in it but she has a credit crad linked, if i send her my funds will she be able to spend her funds that i sent her with her credit card?

Yes. She can select to pay with the balance and select credit card as back up for the difference during checkout.

what i was meaning like using the paypal funds that are in her account linked with her card, can she use her balance to pay for things like at the shop?

You mean split payments? Part with PayPal balance and the other part with linked card? Yes, that is possible. The PayPal balance will have to be selected and the system will pay the rest with linked card or the card selected when asked if there are multiple cards linked.
