Want to know the process of releasing money which I have sent but held by PayPal

Dear community people
Please let me know the process of releasing money which I have sent earlier for a goods or service but held by PayPal. I have received the shipment. Also I have paid the money through PayPal, but the concerned person didn't get the money. Today I have confirmed the shipment received in PayPal Activity page. Please let me know, if the payment get cleared by tonight or if I need to do complete some more steps for releasing the money from PayPal to the shipment sender account?

This is a common industry practice that we implement to help ensure a safe environment for both buyers and sellers. This helps make sure there is money in the sellers account to resolve any issues that may arise such as chargebacks or disputes. The money still belongs to the seller. It’s just unavailable for use temporarily until we are sure the buyer has received the item or service they ordered in the condition promised. In general, if the buyer confirms to us that the item has been received the money is released immediately. If there is any particular issue, the seller can get in touch with us.
