Transfer to Debit declined

Every time I transfer money from my PayPal account to my bank debit card it gets declined. Why would this be happening?

Where is the solution to this problem? It happens to me every single time.

For my solution, it turned out that the card I had on file was different from the card I was trying to use. I had ordered a new card and forgot to update the CSV code and stuff.
