I am sending money to a person I am buying some computer hardware from but on his end it's coming uo that he needs to put in business details etc is there something I am doing wrong

Welcome to the PayPal Community! 

To send money, all you need to do is follow the steps in this Help Center article: How do I send money with my PayPal account? If your recipient is being asked to provide business details, they may need to complete verification. This wouldn't be something that you're causing, though.
