So I just added my credit card (VISA) in ron and my bank account in euro to paypal account. I have some questions for you. Can someone from another country to send me money (friend option)? If yes, I will receive the money in my credit card in RON or in my bank account EURO? He or she will pay a fee?

Thank you for your post and welcome to the Community Forum!

In general, you can receive personal payments, and you will receive the amount in the currency in which it has been sent. If you have not added the currency to your account, the amount will remain 'Unclaimed' and you will need to manually add the currency to claim it. Once the amount has been received, you can withdraw to your Visa Card and the amount will be withdrawn in the currency that you selected when you added the card. If you decide to withdraw to your local bank account, instead, the amount will always be withdrawn in your local currency.
