I can not find Add money to balance and my payment is going through credit card

I can not see or add the money in my balance also when i try to transfer from my credit card it says it is unavailable right now

Is it possible your PayPal account is limited? If a limitation has been placed on your PayPal account, this will prevent you from adding and withdrawing funds. Please log in to your PayPal account and check the Resolution Centre for any outstanding issues.
