Refund/Accidental hold

Hello, 

Today was my first time using paypal. I was sending someone money for a service. However, I did not realize sending the payment would charge them a fee. So, they refunded my money so that i could resend the correct amount, The refund says completed but the money is not available on my card. ( I paid through my debit card) How long does it typically take for the money to be refunded? My card is through Trustmark. 

 

After this, i resent the person another amount to try and go ahead and pay. It went through but now is saying that there is a hold on her end and asking for a tracking number etc. She isnt shipping me an item. How can this be fixed to where she can access her payment? 

As of right now i am out 500plus dollars and she still cant even get her payment. I have tried contacting and speaking to someone on paypal multiple times with no luck to speaking with an actual person, 

Any advice or answers would be greatly appreciated. thanks!
