Hello:
I sent money to a friend - he indicates that the money showed up in his available balance but he is not able to transfer it out - he has tried several things and spoken to PayPal several times - finally he closed the account. I need to get the money back, what needs to be done?

How is your friend able to close the account when he has money in the account balance unless friend had trouble claiming the money in the first place, let alone withdrawing it. If the funds are unclaimed, it should be returned to you automatically after 30 days.
If the funds are marked complete and your friend supposedly closed the account, you need to either dispute the money back or contact customer service for further assistance:
Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

Hello:
So I sent three separate payments on August 23, 2019 to my friend. On my side the transaction has been completed but at his end even though the amount shows up in his "Balance" he is not able to withdraw or transfer the amount anywhere. He has tried several options including speaking with PayPal and escalating this matter to the Supervisors. He is not even able to generate a refund of this amount back to me as every time he tries to refund PayPal tries to use his bank account and not the balance. All the conversations are noted in the account. I have called PayPal several times also but no one is able to help resolve thus matter. Finally PayPal asked my friend to close the account telling him that the amount will be refunded back to me after 30 days. Today that 30 day limit expired and I still have not seen any amount come back.
What can be done? Please help.
