Questions about linking credit cards and bank accounts

First question...why must I link a credit card or bank account to my PayPal account at all?  I do not have to link anything to my checking account to use it.  I do not have to link anything to my credit card to use it.  So why do I have to link something to my PayPal account to use those funds?  Why can't it be a standalone account?  If I try to buy something via PayPal online or in a store or wherever and I have sufficient balance, it should be approved.  If I do not have sufficient balance, it should be declined.  Why isn't it that simple?  I cannot even request payout from rebate sites and survey sites into my PayPal account unless I have a credit card or bank account linked to my PayPal account.  Again, that is money COMING IN, not GOING OUT.  Why is that a requirement to receive deposits in to my PayPal account?

 

Second question...if I use PayPal to buy something, then I want the funds to come out of my PayPal balance.  However, when I look at the preferred payment options, I only see my linked credit card as a choice.  Why don't I see an option for "use my PayPal balance" as an option for my preferred payment method?  If I want to use my credit card to buy something, I will just use it directly with the vendor and avoid going through PayPal altogether.

 

To summarize, I need a lesson on why it is necessary to link a credit card or bank account to my PayPal account, and I also need to know how to make it so that every single time I use PayPal to buy something, the funds come from my PayPal balance and not my credit card.

1. You need to verify your paypal account by linking and confirming a bank account, thems the rules.

Paypal also need a back up funding source on your paypal account.

2. Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in one of the options listed.
