Putting Money Into the Account

I have linked a debit card to my newly created PayPal account. When I click on Transfer Money on the PayPal account’s page, a message appears saying “There’s nothing to transfer right now.” But the debit card has some money. Is there a technical problem?

Don't think you can add funds to a balance in Russia but not sure why you are trying to do so anyway.

If you have a linked and confirmed card then paypal automatically takes the payment from it during the payment process for your purchase ie checkout.

As a buyer you never need funds in your paypal balance.

Thank you. I have never used PayPal earlier and so wanted to see how transfers are made. I have created the PayPal account in order to receive money for doing freelance work online. What should I specify to employers or clients in order to receive transfers into my PayPal account? Do PayPal accounts have ID numbers which can be used for transfers in the same way as the numbers of cards issued by banks?

To send payments to you, the only information a sender needs is your email address. There isn't an account number.
