Paypal Funds on Hold

I sold an item on the 24th of August. I sent it off on the 26th of August with a tracking number for the buyer, how can i now receive my funds because they are still on hold.

Does this mean that even as a new seller i still have to wait up to 21 days even when already providing tracking information and the buyer has already received the product
