Payment put on hold

Hi, I have a website subscription service for which I have opened a PayPal business account to handle the payment transactions. I did a test run on my site and made a purchase. I received an email saying the purchased website was active, a short time later I received an email saying the website was de-activated. I verified through my website that it was indeed created then de-activated. It turns out the payment into my PayPal business account is on-hold by PayPal and will be on hold for up to 21 days.

 

Most of what happens on my website happen automatically, a customer chooses a website, a hosting plan, and a custom domain, once it receives the IPN notice that payment is received everything happens automatically. The website is created along with a hosting account and it sends notification to the registrar to purchase the custom domain name and assigns it to the customers website. If PayPal puts the payment on hold nothing happens with the customers website until that money is released. I tried transferring money into my business account thinking this would cover the cost of the purchase amount. I received this error: "Things don't appear to be working right now". I've tried calling PayPal and their line has a recording saying due to high volume of calls they are no longer accepting calls.

 

I can't have this business account placing my payments on-hold. Any customer would surely cancel his account with me before this 21 day hold is finished. Has anyone else experienced this problem? If so, how did it get corrected? Any help is appreciated.
