Payment on hold for the first time forever

Hey there. I'm a digital artist and I have done many transactions over the past year and a half. They've never put any payments on hold. I've received higher payments than this even. No problem, ever. I've never had any disputes, if I can't finish something I refund the person every time.

Now it says I may have to wait 21 days, but that I have to give proof that the person received the product? I can't give proof if it's digital art. In fact on the invoice I sent (that the client paid) was set as "digital goods". Is paypal seeing me as the risk or the buyer? If it's me, why is it only now that I'm a risk when I've taken much higher payments before with no issue? If it's the buyer I'd prefer to just refund them and not have to deal with this.

Do I really have to wait 21 days? I'd rather just refund them and refuse their commission if that's the case. I tried the whole "add tracking info, order processed, etc" thing but when I do it just gives me an error saying they are experiencing site difficulties but it's been that way for 3 days.

It's PayPal's security/risk management system, its random, no rhyme or reason or some odd/occasional false positive. No matter tenure of account, patterns of activity. Its up to you if you want to refund if you haven't completed/delivered the job.

My concern is I finish the job (and it's a huge one, trust me) and then paypal is like "sorry we can't prove you actually gave the person their art" and then I lose all that money and time.

Maybe try switching off and on your wifi/data connection as weak or unstable signals can cause processing to fail. Or just leave the account alone for a few days and come back and try again and see if the problem will fix itself. It usually does. Or just wait for paypal to release the funds. If its a big job, then perhaps its good that PayPal put a hold on it just in case the buyer decides to dispute within those 21 days and the funds are there to cover it. Never know.

 

Deliver it with dropbox or wetransfer as they may send out download receipts, at least I know wetransfer does for digital files.
