Hey there. I'm a digital artist and I have done many transactions over the past year and a half. They've never put any payments on hold. I've received higher payments than this even. No problem, ever. I've never had any disputes, if I can't finish something I refund the person every time. Now it says I may have to wait 21 days, but that I have to give proof that the person received the product? I can't give proof if it's digital art. In fact on the invoice I sent (that the client paid) was set as "digital goods". Is paypal seeing me as the risk or the buyer? If it's me, why is it only now that I'm a risk when I've taken much higher payments before with no issue? If it's the buyer I'd prefer to just refund them and not have to deal with this.
Do I really have to wait 21 days? I'd rather just refund them and refuse their commission if that's the case. I tried the whole "add tracking info, order processed, etc" thing but when I do it just gives me an error saying they are experiencing site difficulties but it's been that way for 3 days.
