Pay pal is total garbage

Does anyone know how i can totally delete this transaction? buyer and seller both did not know of outrageous hold or charge to use paypal. I sold item to buy another and added tracking info but still have 7-14 day hold. i cant get ahold of a warm body to talk to there. We just want to chalk this up as a mistake and use apple pay. Do i submit refund to buyer and go another route?

Money on hold now because I don't use my Pay Pal account enough?? What is the definition in their terms of enough use?

They make it up as they go along!!' and make customers who pay their wages feel like criminals to boot.!!. Not good buisness tactics. About time other companies took over where these clowns fail.
