hi, i also have this issue,, after speaking to paypal and asking why this was the case they didnt seem to know, and said it as a new system they have in place which you had to meet a certain criteria ,, he wasnt able to tell me what that was but kept mentioning tracking information needs to be added..
also my issue seems to be with paypal postage, if i send something via parcelforce they see the number and there system tells them its ups.
i hope to have my money released today. best to keep messaging them/ring them
