Hello, I just wanna ask why I am still considered as a new seller wherein I have already been on paypal 60 days after I received my first payment, I also did have 5 successful transactions for goods and services and I have also received 100 USD as payment for goods and services, but why am I still a new seller wherein I already completed the 3 steps? Please help.

You would need to ask customer services that question.
Click on help / contact bottom of paypal pages for options available in your country.
