How long does "new seller" status last? How do I become an established seller?

I can't seem to find one single answer on this, and paypal assistance has been no help at all. My payments keep being held because I'm classified as a "new seller". I sell digital art, and when I send invoices I mark 'no address needed', yet there's still a hold. Even when I receive payments out of invoices, there's a hold. I've completed all of Paypal's new account steps (get a certain amount of sales, be an account for x time, etc) awhile ago and still nothing. 

 

So, how do I lift this status so I get my payments instantly, even though I've seemingly checked all the boxes? How do I become an established digital goods seller? If it helps, I sell art commissions so there's no place for them to "review" the work in a way paypal can see. I've never had any negative account activity, no disputes or anything, if I remember correctly.

When paypal customer services stop holding your payments as a new seller is dependent on varying reasons and so is dependent on when paypal customer services think you have become a trusted seller.

They take into account length of time selling / amounts of items you are selling / any disputes or claims you may have had etc etc.
