Moving to another country and transferring money between accounts

I am Vietnamese and I have moved to the United States to study.

I have my PayPal account with the nationality in Vietnam and without linking to any bank account or cards. So I cannot withdraw any money from it. Now I have a US bank account and I want to open a new PayPal account here. Can I transfer all of my money from my old account to the new account and then close the old one?

I really need help.

You can try to transfer to US account if it lets you but there may be currency conversion fee if currency needs converting.
