Money still on hold. Same issue as always

I have a job that pays weekly. When the first invoice was sent the money was on hold and I completely understood since that was the first time I received money in that currency. However, the 2nd invoice came in (exact same amount as the first) and it was placed on hold as well. Is it possible that every single time I get paid the money will be put on hold? (for 21 days although I followed the steps they adviced me to take that should lower the days to 7 though on the 9th day the money was still on hold) I had to ask my boss to confirm the receipt for the first 2 invoices I received and I am concerned because this (having my money on hold) only happened once in my previous job when I had a raise. Hope anyone can explain. Thanks in advance!
