Holding my funds without cause

Dear Pay Pal,
I have been a loyal customer in good standing with your company for over 8 years or more. A customer legitimately sent money to pay for a purchase on Tuesday May 14th at 1:00 pm. Suddenly while I was attempting to remove the funds from pay pal into my bank account the funds were put on hold till I sent information to verify my account which I promptly provided the same day. By the way the same account had already been verified prior to this. I sent emails that still remain unanswered. Fast forward to Friday May 17th I place a call to pay pal at 8:23 am and am placed on hold then told by an agent that I need to provide proof of delivery before my funds will be released. I told the agent that it was for a pick up not delivery and that I wont allow the customer to pick up the item till the funds are released and furthermore since this was an unexpected hold you have now put me in a position to not be able to pay employees, bills and for medical supplies for my son who has diabetes. I was told that there was nothing that could be done it was still up for review. I called again at 4pm and spoke to above agent Mike and explained the situation. Mike read the same exact script and refused to escalate my complaint and told me that he was the only person to talk to. After having to raise my voice and threatening to take this matter to social media. 3,000 on Facebook and 3,000 on Instagram he finally decided to contact the supervisor which is something I’d asked him to do in the first place. I was left on hold for several minutes. Considering the issues and stress that you all have caused me I will no longer use pay pal to make any transactions moving forward and will certainly tell my followers to do the same. It is ludicrous to hold hostage money that doesn’t belong to you without just cause. I have bills to pay and you have caused them to be late and other vendors to go without pay. I am very disappointed in your lack of customer service and inability to even attempt to keep loyal customers whom you’ve taken fees from every transaction including this one.

Here are reasons why PayPal holds funds:

If the funds are held under PayPal's 21 day funds availability hold, you must deliver the goods. At point of exchange and both parties have their smartphones, go into the transaction details to click "Add Tracking" and select an order status and then have the sender "confirm receipt" to release the funds to you after they have checked out the merchandise and before they leave. If the sender does not because they will be asked to forfeit their dispute rights, you'll have to wait the full 21 days for PayPal to release it. And for pick ups, the buyer may not file an Item Not Received dispute but could file a Not As Described dispute. But if your item is as described and your customer is satisfied, it's all good. But realize that the customer can file a dispute or worse, a credit card chargeback or bank reversal to get their money back if they wanted to within 180 days from date of payment regardless if you waited until PayPal release the funds before delivering the item so you might as well do the exchange with the sender/buyer.
