PayPal confirms I have money that was added to my account about 30 or so minutes ago..but these funds have not showed up on my card yet

Funds are paid into your paypal account balance.
When you want to you click withdraw / transfer funds below that balance and send them to any linked bank account.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
