Funds Transfer

I made a funds transfer to my prepaid card last June 15. Still now the money is not yet on the card. I already called the bank and the last transaction from PayPal was the code that they sent for my card to be confirmed, also having hard time connecting to PayPal though phone. Any suggestions what I can do next?
