Hello! I want to find out why i can not transfer funds from my paypal account to my local account card in Georgia (the country)

PayPal is country specific. If you have an account created in Georgia, you may withdraw your funds from your PayPal account:

• To your credit, debit, or prepaid card.
• To your US bank account.

Sorry but what kind of silly rules are this, so I have to go to Georgia to create an account to be able to send it to Georgia? I want to transfer money to my Georgian family or even to my Georgian account  as well( I am a Dutch citizen and Georgian)
