Connecting Bank Account To PayPal

Trying to connect my bank account to PayPal has been a nightmare for me. I've tried everything. I thought I had all my numbers correct (verified by my online banking account), but I'm still not getting the deposits into my account and every once in a while I get a message saying I can't add a bank account at this time. 

 

Can anyone please help me with this? I have no idea what I'm doing wrong.

Contact customer service for assistance:

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

 

Say "Live Agent" to the automated recording.
