I've been using PayPal since 2016 and I've been able to successfully withdraw money to my CC but today (Sept 30) when i try to withdraw it only shows me the option to add a US Bank Account and I'm not in the US. I've tried the solution from Can't withdraw funds! without success.
I recommend reaching out to PayPal's customer service for assistance with this. The number can be located under the Help/Contact tab at the bottom of the PayPal website. They can also be reached on Twitter or Facebook.
