I understand you're having difficulty adding a bank and I'm sorry to hear that. A great Help Center article for adding a bank is: How do I link a bank account to my PayPal account? Whenever you add a new financial, it's always recommended to log in from a consistent device with your location services turned on. If you continue to experience an error, it may also help to clear your cache and cookies or allow 48 hours between attempts. If you still have difficulty after 48 hours, please contact Customer Support by clicking 'Contact' at the bottom of any PayPal page. Support is also available if you send a DM to @AskPayPal on Twitter or a PM to facebook.com/PayPal.
