Doubt you will be able to speak to an agent as phones are generally non operational at the moment BUT if it is available it will show up as an option as per below.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

PP went from very good customer service to NO customer service. The phone lines are not answered any longer. The website blames covid 19 which is TOTALLY RIDICULOUS!! People could answer a support phone line from any where INCLUDING their home! Blaming the virus is ABSURD!
WHY is this happening PP? When you have a problem in the middle of a live transaction, you need support quickly. I do not want to dump PP because you provided a great product that I have used with few problems for years, but you are forcing us to do just that!

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
