I can't login to old account, the email address is no longer valid, the phone number associated is not mine. Therefore I cannot log in to update email address, password, or phone number. I can also not make a new account because my credit card is linked to that old account.
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
